菲律宾有一个由来已久的传统:输出劳工——主要是女佣到富裕国家。此外,菲律宾现在已经成为全世界业务流程外包和呼叫中心之都,创造了一个独特的经济发展的菲律宾模式。它现在是亚洲发展最快的经济之一,不过它的人口增长也很快。史蒂芬-赛克(BBC的记者)刚去了马尼拉,去了解其经济增长能否超越出生率。

(11m41s)The Philippines has become the business outsourcing and call center capital of the world, after to that its long established tradition of sending migrant labour, primarily housemaids, all over the rich world, and you have a uniquely Filipino model of economic development. Right now it’s one of the fastest growing economies in all Asia, but its population is also rising fast. Stephen Sackur’s just been to Manila, to find out if growth can outpace that birthrate.

(12m10s)When I arrive at the state-run Housemaids Academy in Manila, morning exercises are well underway. A squad of uniformed cleaners is poking feather dusters into all corners of the sitting room. In the kitchen trainee cooks are immersed in the finer points of salad preparation. The academy has the ___ set, each room meticulously dressed to ape the reality of a grand residence. Belowstairs is a classroom filled with old fashioned school desks. And here, I am told, the trainee house servants take lessons in hygiene, respect, and personal finance. The Philippine government schools tens of thousands of maids, chauffeurs, mechanics, and gardeners every year, with the express purpose of launching them into long term service abroad. For the State it’s a win-win. These economic exiles, there are currently some ten million of them, send back foreign currency which is the lifeblood of the Filipino economy, and the extraordinary exodus of labor acts as a safety valve for the country struggling to provide homegrown jobs for a population rising by more than two million every year.

“It can’t be easy, leaving your families behind,” I suggest.

“We have no choice,” replies Evelyn, an elfin figure no more than five feet tall. “I have a baby at home but no way to support him. The wages I earn in Kuwait will mean my mother can raise him.”

Many of the other trainees nod in sympathy, almost all of them, it seems, are facing the prospect of separation from their children for at least three years, possibly many more. Their reality will be prolonged servitude in an alien culture. The mood in the academy has darkened, half the young women before me are now weeping.

Alongside the remittances of overseas workers, there is a new phenomenon keeping the Philippines economy afloat. It’s known as BPO, business process outsourcing. You could call it the rise of the call center economy. More and more western companies have moved their low-cost back-office operations to the Philippines.

“We’ve over taken India,” (Dyne Tubbs?), a manager of (TransCom?) call centers ___ as we survey her army of Filipino telephonists handling calls on behalf a UK parcels delivery company. It’s midnight in Manila, four p.m. in London, and the phones are red hot, as they will be till dawn.

“British companies love us,” said Dyne. “Because our English is not accented. The brightest graduates from our universities fight to get a job here. We only take the smartest kids. And after we finished training them they even get your British sarcasm.”

One third of the Filipino population is under fifteen years old. The country may have found a unique niche in the global economy but current rates of economic growth, though impressive, will not sustain a population projected to double from one hundred to two hundred million within thirty years.

珍介绍我认识了舍瑞琳-冈萨雷丝,一位30岁的面色无华的妇女,她有10个孩子,还有一个尚未出生。我问她是否幸福。

“如果我有了孩子那时候能做绝育的话我会幸福的,”她说,“我最大的孩子刚刚辍学,我只能负担其他孩子的教育。我要告诉我的孩子们只要两个孩子然后就采用避孕。”

如果冈萨雷丝的下一代听从她的建议,他们国家的未来是有希望的;如果不能,数以千万计的年轻菲律宾人可能会发现他们处于贫穷的牢笼之中,仍然要依靠去海外打工作为一种摆脱的途径。

Jean introduces me to (Sherilyn Gonzalez?), a (whey?)-faced woman of thirty with ten children and another on the way. I asked Sherilyn whether she is happy.

“I’ll be happy when I’ve had the baby and can get sterilized,” she says. “My oldest has just dropped out of school and we can barely afford to educate the others. I’ll tell my children to have two kids then use contraception.”

If the next generation of Gonzalez’s heed her advice their country’s future is promising; if not, well, tens of millions of young Filipinos may find themselves stuck in a poverty trap and still dependent on overseas labour as a means of escape.
